Business is actually an investment if you look at it from one angle. The only difference is that you have to manage it on daily basis by yourself or your staff in order to get paid from it.
But as for the investment, you only bring your money and let others work with it on your behalf as you get a percentage of ROI.

When you create a business you essentially have to invest when you start the business so business is also an investment when you think about it.
With a business though you are more likely to earn a profit with your investment whereas with just an investment, you may not always make a profit.
