There was death penalty in my country during the Marcos regime that lasted 20 years and out of these years there were many sentenced to die through electric chair. I was not yet born that time but it's written in the History book. Those who were electrocuted were convicted of rape and murder.
According to the history, heinous crimes were eliminated but corruption soared high that's why during the Estrada administration, corruption and heinous crimes were sentenced to die through LETHAL INJECTION but crimes never stopped.
The thing in my country is that the governor of the state that the death sentence is given in has to sign for the execution to be carried out. And so far, no state governor has gathered the balls to sign a death sentence for any person to be executed. So people who are on death row end up getting life imprisonments instead.
The death penalty might not be able I eliminate heinous crimes though. But I believe that it is the ultimate justice to be served for crimes like rape, armed robbery, kidnapping and of course, murder. People that commit such crimes don't deserve to live in the terms of justice to the victims.
